PURPOSE: A server for restraining a negative dialogue user and a method thereof are provided to efficiently determine and process a negative dialogue of online users, thereby reducing resources of an online program manager and maintaining consistency of online program management. CONSTITUTION: A negative dialogue data obtainment unit(220) obtains negative dialogue contents and negative dialogue user information. A negative dialogue classification unit(230) determines a negative degree value of a negative dialogue corresponding to a negative dialogue classification reference or a method. A restraining determination unit(240) determines a restraining degree value for a negative dialogue user corresponding to a negative dialogue restraining reference or a method based on the negative degree value and the negative dialogue user information. An information output unit(250) outputs the negative dialogue contents, the negative dialogue user information, the negative degree value, or the restraining degree value to a manager terminal. A user restraining unit(260) receives a restraining approval signal from the manager terminal and renews the negative dialogue user information corresponding to the restraining degree value.
