POLARIZING PLATE AND ORGANIC EL PANEL

Provided is a polarizing plate for suppressing variations in otherwise excellent viewing angle characteristics and display characteristics. This polarizing plate is used in an organic EL panel, and has a polarizer (10), a first phase difference layer (30), and a second phase difference layer (40). The first phase difference layer (30) exhibits refractive index characteristics in which nx > ny >= nz, satisfies the relationship Re (450) < Re (550), and has a water absorption of 3% or less. The second phase difference layer (40) exhibits refractive index characteristics in which nz > nx >= ny. The Re (550) of a laminate of the first phase difference layer (30) and the second phase difference layer (40) is 120 nm to 160 nm, and the Rth (550) is 40 nm to 100 nm.
