The purpose of the present invention is to provide an electrolytic solution for a non-aqueous secondary cell in which generation of impurities from an electrolytic solution containing a specific flame retardant is minimized when this electrolytic solution is used, and a high degree of flame retardance and cell performance is obtained; and to provide and a non-aqueous electrolyte secondary cell. The present invention pertains to an electrolytic solution for a non-aqueous secondary cell containing, in an aprotic solvent, an electrolyte, a specific nitrile compound, and a flame retardant comprising a specific phosphate compound or phosphazene compound, the nitrile compound being contained in an amount of 0.1 to 10 parts by mass in relation to 100 parts by mass of the flame retardant. |
