The present invention relates to a cemented flame preventing construction method for a land and an offshore structure and, more particularly to a cemented flame preventing construction method for a land and an offshore structure, which uses cement in order to save PFP construction costs and welds a spot pin in order to maximize adhesive power to cement. The method comprises as follows: a metalizing step where metalizing is performed on a main member of a land or an offshore structure; a coating step where coating is performed on the surface of the main member after the metalizing step; a spot pin welding step where multiple spot pins are welded along part of the circumference of the main member in order to increase adhesive power of cement; a mesh installing step where a mesh is installed along the part of the circumference of the main member welded with the spot pin; a key coating step where the volume of a mesh installed area is expanded by firstly coating cement on the mesh installed area; and a cementing main work step where finishing is performed by coating cement on the circumference of the key coated main member.
