The present invention provides a video compression and transmission system such that the computational cost of superresolution processing is reduced. The video compression and transmission system has an encoder (1) that separates input video data into a background area having a single movement model and a moving body area having a local movement model, performs image processing only on the background area for which the computational cost is low and the effect of superresolution processing is high and then encodes the background area, and for the moving body area encodes the input video data as is. The video compression and transmission system also has a decoder (2) that decodes encoded data, separates the decoded data into a background area and a moving body area, performs superresolution processing only on the background area and then outputs the background area, and for the moving body area outputs the decoded video data as is.
