PROBLEM TO BE SOLVED: To provide a toner that has excellent low-temperature fixability, heat-resistant storability, and blocking resistance of images; developer using the toner; and an image forming apparatus and a process cartridge using the developer.SOLUTION: A toner 10 includes: a thermoplastic elastomer 11 having a photopolymerizable group, colorant, and a capsule 12; and the capsule 12 has a shell 12a having a plasticizer 12b encapsulated therein.
