PROBLEM TO BE SOLVED: To allow a service providing server to efficiently operate.SOLUTION: A server control device according to an aspect of a technique disclosed by the present application operates in a server device and stores a history of a state of a virtual machine providing a service to a client terminal through a network. The server control device prestores contract information on use of the virtual machine by associating the information with identification information on the virtual machine for each service provider providing a service by using the virtual machine. The server control device determines whether to start or stop the virtual machine so that a use charge of the virtual machine, which is obtained from the history stored in a virtual machine state history storage section, will satisfy the stored contract information. The server control device controls the virtual machine so as to start or stop it in accordance with the determined result. |
