PROBLEM TO BE SOLVED: To provide an organic photoreceptor capable of suppressing an occurrence of a transfer memory and an occurrence of image deletion through the service life, a manufacturing method thereof, and an image forming apparatus.SOLUTION: The organic photoreceptor comprises an organic photosensitive layer 11 on a conductive support, and a protective layer 12. The protective layer includes, in a cured resin obtained by hardening a polymerizable compound, metal oxide fine particles, the surface of which is treated by a surface treatment agent having a reactive organic group, and a specific compound as a charge transport material. The protective layer 12 has a multilayer structure. When HUrepresents universal hardness of a nth layer being nth (n is two or more) counted from the surface side and HUrepresents universal hardness of the (n-1)th layer being (n-1)th counted from the surface, the protective layer satisfies HU>HU. |
