Low specific gravity steel having excellent elasticity and a manufacturing method for the same are disclosed. The low specific gravity steel according to the present invention is made of hot-rolled steel or cold-rolled steel. Alumina (Al2O3) powder is dispersed in the base material of the steel at 2-70 vol%. In this case, the low specific gravity steel according to the present invention has a specific gravity of 5.09-7.77 and an elastic modulus of 215-290 GPa.
