The present invention relates to a treating solution for heavy metal-contaminated soil and a purification method using the same for removing lead in soil by using subcritical water having an additive added thereto wherein the treating solution includes a mixed solution of subcritical water having nitrilotriacetic acid added thereto, the subcritical water is at a temperature of 270 to 300°C and at pressure of 40 to 90 kgf/cm^2, and the pH of the mixed solution is 7.0 to 8.5.
