PROBLEM TO BE SOLVED: To provide: a resin composition for an adhesive mainly consisting of a resin excellent in laminate strength and oxygen barrier properties to an inorganic substrate; and an adhesive.SOLUTION: A resin composition for an adhesive includes: a resin (A) that has at least two hydroxyl groups in one molecule as a functional group; an isocyanate compound (B) that has at least two isocyanate groups in one molecule as a functional group; and a phosphate modified compound (C) that has a structure of general formula (1) or (2).
