The system has a power converter that converts energy supplied by external power supply into usable form to charge high-voltage battery (14). A controller (32) monitors and controls battery charging operation, and detects a connection to the external power supply. A wake-by-control pilot circuit powered by a low-voltage power source connects to an input side of controller. The pilot circuit includes an input to receive control pilot signal and output wake-up signal pulse to wake the controller from sleep mode, when the power supply exits delayed charge mode. An independent claim is included for an on-board battery charging apparatus.
