PROBLEM TO BE SOLVED: To facilitate handover and enable interoperability between eNode Bs implementing different protocol versions from different vendors.SOLUTION: A target base station creates a handover command message, and transmits it to a source base station. The source base station enciphers the handover command message on the basis of an existing security association between a terminal and the source base station, encapsulates it into a radio resource control message, and transmits it to the wireless terminal. |
