For instance, the crystal lattice interval can be measured by observing the crystal lattice interval by a scanning type probe microscope. In a step S102, in a state that observation of the above-mentioned surface state is continued, hydrogen is supplied to the other surface opposed to one surface of the test piece of steel or the like. For instance, an electrolyte solution is brought into contact with the other surface of the test piece and potential for generating hydrogen from the electrolyte solution by electrochemical reductive reaction is applied between a first electrode and a second electrode disposed in the electrolyte solution to generate hydrogen from the electrolyte solution.
