The present invention relates to a method for improving the performance of a CCTV monitor in a school zone, characterized by comprising an omnidirectional monitoring camera which has one or more analog cameras and photographs a wide monitoring area; a tracking monitoring camera having a digital camera, a zoom lens, an infrared filter, and a driving motor integrally formed in one housing; and an integrated control server including a pantilt. The integrated control server receives an image photographed by the omnidirectional monitoring camera, receives a color image photographed through the pantilt movement and lens zoom-in of the tracking monitoring camera to a brightness change coordinate and an infrared filtered perspective projection image photographed by driving an infrared filter motor if the brightness change is generated when a moving object is photographed in the image, stores the photographed image of the tracking monitoring camera, the color image, and the perspective projection image on itself, transmits the photographed image of the omnidirectional monitoring camera to a main server of an integrated security center, and transmits, to the main server, the photographed image of the tracking monitoring camera, the color image, and the perspective projection image when receiving a reception request signal of the main server of the integrated security center.
