A tracking and engagement system for modulating the behaviour of at least one component of the system, the system comprising: a database; a first digital communications device in communication with the database and operable by a first component of the system; a second digital communications device in communication with the database and operable by a second component of the system; wherein in use data representing a measure of at least one of past, present, or future performance of the at least one component is utilised to influence behaviour of the at least one component of the system.
