PURPOSE: An antistatic coating composition is provided to manufacture an antistatic coating layer capable of embodying stable surface resistance even under high voltage, thereby obtaining excellent process by not requiring additional controller for controlling the pH. CONSTITUTION: An antistatic coating composition comprises an anionic acid resin, an anionic conductive polymer, and monovalent metal salt. The amount of the anionic conductive polymer is 0.5-20 parts by weight, based on 100.0 parts by weight of anionic acid resin. An antistatic polymer film comprises a base film, and an antistatic coating layer which is formed by using the antistatic coating composition, on the substrate film.
