PROBLEM TO BE SOLVED: To provide an image forming apparatus for applying an electric field of a proper intensity to a development roller. SOLUTION: A color printer 1 includes: a charging part 971a for continuously applying a prescribed constant applied voltage to a liquid developer constituting a first developer film to be formed on the surface of a development roller 91a supplying a liquid developer to a photosensitive drum 10a; a surface potential measurement part 700a for measuring a surface potential value of a second developer film to be formed on the surface of the photosensitive drum 10a with the use of the liquid developer supplied from the development roller 91a; and a constant applied voltage setting part 510 for setting a constant applied voltage. The constant applied voltage setting part 510 sets the constant applied voltage, based on the surface potential value of the second developer film which is measured by the surface potential measurement part 700a in a state where a voltage is being applied by the charging part 971a while changing the voltage value.
