The present invention relates to an SDR based integrated railway wireless communication apparatus and an operating method thereof which facilitate transmission and reception in an environment including various wireless communication standards using a single transmission and reception system by only changing software using an SDR technique for a wireless communication module part which is conventionally constructed as hardware in the equipment installed on a train and the ground. The SDR based integrated railway wireless communication apparatus according to the present invention comprises: a ground SDR database for storing at least one set of software related to a wireless communication standard which is to be wirelessly transmitted to an on-train SDR based wireless communication unit; a communication update instruction module for communicating with the on-train SDR based wireless communication unit and directing the on-train SDR based wireless communication unit to update the wireless communication standard when the train starts at a train base station; a central train control center for checking a wireless communication system standard installed in a relevant railway before the train leaves the train base station, selecting the software corresponding to the checked wireless communication standard from the ground SDR database, and transmitting the on-train SDR based wireless communication unit; the on-train SDR based wireless communication unit which is installed on the train and which updates the software by receiving from the ground SDR database and changes the wireless communication standard of an RF module part into a different type of a wireless communication standard in order to operate in accordance with the wireless communication standard of a current used railway among various wireless communication standards.
