PROBLEM TO BE SOLVED: To provide tabular magnetic powder with an insulation property that can achieve both high permeability and low dielectric loss in accordance with miniaturization when an electronic part and an electronic device are made small, and composite magnetic material including the tabular magnetic powder, an antenna and a communication device comprising the tabular magnetic powder, and a method for manufacturing the tabular magnetic powder with the insulation property.SOLUTION: Tabular magnetic powder with an insulation property is tabular magnetic powder the surface of which is covered with an insulation coating, its average aspect ratio (major axis/thickness) being 5 or more, its average thickness being 0.01 μm or more and 10 μm or less, and its average major axis being 0.05 μm or more and 20 μm or less.
