PROBLEM TO BE SOLVED: To provide an electrolyte-membrane-catalyst-layer assembly that allows an anode catalyst layer and a cathode catalyst layer to be distinguished from each other and also reduces costs; to provide a polymer electrolyte fuel cell using the same; to provide a catalyst layer transfer film; and to provide a method for manufacturing the electrolyte-membrane-catalyst-layer assembly.SOLUTION: An electrolyte-membrane-catalyst-layer assembly 1 includes: an electrolyte membrane 2; an anode catalyst layer 3 that is formed on an upper surface of the electrolyte membrane 2; and a cathode catalyst layer 4 that is formed on a lower surface of the electrolyte membrane 2. The anode catalyst layer 3 and the cathode catalyst layer 4 are distinguished from each other by a depression, or a protrusion, formed in a surface of at least one of the two catalyst layers 3 and 4 as a marker to distinguish the catalyst layers 3 and 4 from each other (e.g., a depression 31 formed in a surface of the anode catalyst layer 3).
