PROBLEM TO BE SOLVED: To enable reduction in both of an amount of an overhead added to a packet in a lower layer and a processing load in an upper layer when data of one period among data periodically generated is sent or received by a radio communication apparatus as a plurality of packets across a plurality of unit transmission periods.SOLUTION: A base station comprises: quality information acquisition part for acquiring quality information; a storage part for storing a correspondence relationship with respect to each of a plurality of indexes of a parameter set among quality information, an allotment period of a radio resource, bundling information that indicates necessity of bundling communication and a radio resource that is usable depending on necessity of bundling communication; and a control part for determining the index corresponding to current quality information with reference to the correspondence relationship, and disabling switching of necessity of bundling communication for a certain period of time when necessity of the bundling communication represented by the bundling information corresponding to the determined index and current necessity of the bundling communication of the base station do not coincide with each other. The base station performs scheduling with the determined allotment period and communicate with a user device by using the determined radio resource. |
