PROBLEM TO BE SOLVED: To prevent, in a cleaning device that is arranged above an image carrier and cleans the image carrier, occurrence of leakage of a toner accumulated on a seal member that seals a gap between the cleaning device and the image carrier.SOLUTION: A polishing roller 353 rotatably contacts a photoreceptor drum 31 from the above. A toner seal 380 is disposed on the upstream side of the polishing roller 353 in a direction of rotation of the photoreceptor drum 31. The toner seal 380 prevents leakage of toner from a cleaning device 35. The polishing roller 353 can be moved between a first position CP1 to contact the photoreceptor drum 31 and a second position CP2 closer to the toner seal 380 than the first position CP1. The polishing roller 353 scrapes off a toner above the toner seal 380 to prevent accumulation of excessive toner on the toner seal 380.
