PROBLEM TO BE SOLVED: To provide backing paper for wallpaper having high dimensional stability during heating and absorbing moisture, generating a slight scuffing in applying a polyvinyl chloride paste and the like or in a subsequent drying process, and having a moderate paper strength. SOLUTION: The backing paper for wallpaper consisting of a paper base material at least containing pulp, wherein the paper base material includes 0.1-25 mass% material having a urea bond.
