The present invention relates to a transparent planar heating unit and a fabricating method thereof comprising a substrate; an electrode formed over the front surface of the substrate; a heating layer formed over the front surface of the substrate by comprising the electrode and including a transparent conductive oxide; and an insulating layer formed on the heating layer wherein the electrode is a patterned electrode which is 5-500nm in width and the space between the electrodes is 0.1-100μm. The transparent planar heating unit can improve heating efficiency by having the electrodes formed over the front surface of the substrate and prevent the degradation of heating uniformity generated when being enlarged while capable of being applied for various purposes due to transparency.
