The present invention provides a bending device capable of bending a flat tie at various angles and being easily carried and operated. A bending device (100) comprises a base (20); a first operation unit (30) including a first cutting groove (31) of a predetermined depth in the longitudinal direction of a protrusion unit by protruding from one upper surface of the base in a y-axis direction to be rotated and passing through the upper center of the protrusion unit; a second operation unit (40) including a second cutting groove (41) of the predetermined depth in the longitudinal direction by rotating on the other upper surface of the base in an x-axis direction and passing through the center of one side; and a handle (50) rotating the second operation unit at the predetermined angle from the y-axis direction to a z-axis direction.
