PURPOSE: A handover control device and a method thereof are provided to prevent frequent handover in heterogeneous communication network environments. CONSTITUTION: A handover control unit(115) determines whether a difference between a network quality measuring value of a first network and a network quality measuring value of a second network exceeds a basic handover threshold value. When the difference exceeds the basic handover threshold value, the handover control unit transfers data to the second network. After the handover is executed, a handover threshold value control unit(117) increases the basic handover threshold value as the set value. The handover threshold value control unit returns the handover threshold value according to elapsed time.
