The present invention relates to a power saving head end system capable of comparing/analyzing the predetermined reference signal pattern based on a level of a black level signal and a band of a noise signal with patterns of the black level signal and the noise signal of a TV broadcasting station transmission signal received in real time, determining whether the received TV broadcasting station transmission signal is a broadcast signal or a broadcast finish signal, and automatically adjusting the power supply and the power block for community antenna retransmission facilities depending on the determination result, and to a method for operating the same. The power saving head end system of the present invention comprises a broadcast signal determination unit which sets a first reference signal pattern of a black level signal included in a chrominance signal and a second reference signal pattern of a noise signal included in an audio signal as a reference for determining whether the received TV broadcasting station transmission signal is a broadcast signal or a broadcast finish signal, compares/analyzes a level pattern of the black level signal and a band pattern of the noise signal in the TV broadcasting station transmission signal received in real time with the first reference signal pattern and the second reference signal pattern and determines whether the received TV broadcasting station transmission signal is a broadcast signal or a broadcast finish signal; a power control unit which performs the power supply or the power block for community antenna retransmission facilities depending on the determination result for the TV broadcasting station transmission signal of the broadcast signal determination unit; and a power supply unit.
