PURPOSE: A delegated text-message usage relaying device, system, and method are provided to reduce work load by requesting text message transmission from a delegated text-message usage relaying device. CONSTITUTION: A relay device stores first information received from a mobile communications terminal device (123) for delegated transmission of text messages. The relay device stores second information received from a text message transmission requesting terminal device (121). The relay device receives a text message transmission request to a text message reception target terminal device (125) from the transmission requesting terminal device. The relay device transmits a test message to the reception target terminal device based on the first and second information. The relay device charges a text message transmission fee to the text message transmission requesting terminal device.
