The present invention relates to a login authentication system and a login authentication method for storing login account information and mobile communication terminal information of a rightful user and additionally checking whether login is done by the rightful user or not through a mobile communication terminal. The login authentication system according to the present invention comprises: a database for storing an ID and a password of an account, a mobile communication terminal number, a device characteristic value of a designated device, and a second login authentication value; a device designation control unit for authenticating whether a connection trial terminal is the designated device or not by comparing a device characteristic value of the connection trial terminal and the device characteristic value of the designated device when login of the connection trial terminal, through which an ID and a password of the account are inputted, is requested; a second login control unit for comparing a second login authentication value received by a mobile communication terminal of the account with the second login authentication value stored in the database; and a login approving/blocking unit for approving or blocking login of the connection trial terminal based on an authentication result of the device designation control unit and a comparison result of the second login control unit.
