Provided are a pipe making apparatus and a pipe making method. The pipe making apparatus comprises: two or more pressing members for pressing a U-shaped steel material to make a steel pipe so as to reduce an amount of heat input and the defect of welded portions since O-forming prevents the length of a root face from being increased; and a support part which is arranged in a position where both ends of the steel material are met when the steel material is curved by the pressing members, and which is in contact with both ends of the steel material. The pipe making method comprises: a C-forming step of curving both ends of the board; a U-forming step of forming the C-shaped board to a U-shape; and an O-forming step of forming the U-shaped board to a circular shape while maintaining the shape of both ends of the board. |
