The calculation device includes: an acquisition unit (a storage unit 12) that acquires probe information of one or a plurality of probe vehicles 1 traveling on the road sections Li and Sj, section lengths DL and DS of the road sections Li and Sj, and signal control parameters of intersections of the road sections Li and Sj; and a data processing unit 11 that estimates actual speed VSm of the road sections Li and Sj on the basis of the acquired probe information and calculates travel times TL and TS of the road sections Li and Sj from the estimated actual speed VSm, the acquired section lengths DL and DS and signal control parameters.
