Disclosed is a method for producing a conductive substrate (1) that has at least an anchor layer (6) and a conductive fine metal wiring pattern (8) on a substrate (2). This production method comprises: a step wherein a porous anchor layer (6) that is mainly formed of an inorganic compound is formed on a substrate (2); a step wherein a fine metal wiring pattern (8) that contains metal nanoparticles and a metal complex is formed on the anchor layer (6); and a step wherein the fine metal wiring pattern (8) is heated and fired by flash light irradiation.
