The layer (5) has a planar heating element (8) provided with a laminar expanded heating conductor, where thickness of the heating element is smaller than 0.5 millimeter. The heating element has heating conductor strips (9) connected parallel to each other and arranged at a distance to each other. A distance between the strips is smaller than a breadth of the strips. The conductor is directly arranged between an upper decoupling coating (6) and a lower decoupling coating (7) or insulating foils (10, 11) connected with the coatings. The coatings are made of organic and/or inorganic fleece. |
