The present invention relates to a clean steel manufacturing apparatus, and, more specifically, to the apparatus applied with a siphon tundish technology and a refining method using the same, wherein the apparatus effectively removing non-metallic inclusions inside molten metal through a droplet technology and bubble cleaner technology for the molten metal and preventing turbulence generated when the molten metal is transferred to a mold. The present invention provides the apparatus includes: a molten metal droplet unit forming the molten metal fed from a ladle into droplets and removing the non-metallic inclusions from the molten metal by passing the droplets through a slag layer; a bubble clear unit being placed at the lower end portion of the molten metal droplet unit and removing the non-metallic inclusions from the molten metal by forming minute bubbles inside the molten metal and by intensely mixing the bubbles with the molten metal; a siphon tundish unit being placed at the lower end portions of the bubble cleaner unit and stabilizing the mold level of the molten metal fed to the mold; and a deposition nozzle part feeding the molten metal, which has passed through the siphon tundish unit, to the mold.
