Some embodiments include transmitting a message including a channel quality parameter and a Time-Division-Duplex (TDD) configuration update to at least one other base station of a cellular cell, deciding if the cellular cell is to be operated in a cluster based on the channel quality parameter value, and coordinating an adjustment of uplink-downlink configuration according to a traffic condition.
