The present invention provides a PUCCH resource mapping, configuration methods and apparatuses, a user equipment, and a base station. The configuration method comprises: a base station setting a resource mapping rule for mapping a PUCCH, wherein the resource mapping rule comprises that: for a downlink sub-frame incompatible with an R10/R11 frame structure configuration, UCI resources for a downlink sub-frame in a current frame are mapped first, and then UCI resources for a downlink sub-frame in a previous frame are mapped; or UCI resources of a UE are mapped according to a frame structure of a previous frame, and the frame structure of the previous frame is a frame structure of a previous frame, of a current uplink sub-frame, to which the most PDSCHs are mapped; and the base station delivering the resource mapping rule to the UE. The solutions avoid a conflict with a conventional PUCCH mapping location.
