PROBLEM TO BE SOLVED: To provide a scale suppressing device which can, with an inexpensive method, suppress generation of silica scale and calcium scale in influent water containing at least a silica component and a calcium component; a thermal power generation system using the scale suppressing device, and a scale suppressing method.SOLUTION: A scale suppression device is provided with: a first adding device 40 which adds a chelating agent and alkaline agent to influent water flowing through a pipe L1 to increase the pH of the influent water to greater than 7; a second adding device 50 which adds an acidic substance to the influent water to make the pH of the influent water less than 7; and a control device 11 which alternately switches between operation of the first adding device 40 and operation of the second adding device 50. The control device 11 controls switching between the first adding device 40 and the second adding device 50 on the basis of the output signals from a scale detection device 60 and a pH meter 27.
