The invention relates to devices for creating ultrahigh pressures and temperatures. A device for restructuring graphite into diamond is based on a system of creating ultrahigh pressure, which includes two stages of loading - quasistatic and electrohydrodynamic and restructuring mechanism of a graphite workpiece, wherein the restructuring mechanism comprises heating the graphite workpiece and it is placed under high vacuum. The invention can be used to produce diamond from graphite, and for thermoplastic conversion of high-strength and heat-resistant blanks into products for various purposes. The invention provides improving the technical and economic efficiency of the device.
