The present invention relates to environmentally-friendly water-soluble soil conditioner including illite capable of promoting crop growth and increasing fertility of soil and a method of manufacturing the same. The composition is prepared by mixing 60-70 wt% of illite, 10-15 wt% of petrified wood, 10-15 wt% of alum shale,3-7 wt% of charcoal, and 3-7 wt% of water-soluble microorganism embryoid with predetermined amount of water. The method of manufacturing environmentally-friendly water-soluble soil conditioner including illite comprises: steps of grinding illite which is soft mineral, petrified wood, and alum shale and removing impurities on the surface; steps of adding illite, petrified wood, and alum shale in which impurities are removed and drying moisture by heating at 200-400; steps of pulverizing illite, petrified wood, alum shale, and charcoal in which moisture is dried into sizes of 325-500 meshes and sieving for processing; steps of adding 60-70 wt% of processed illite, 10-15 wt% of petrified wood, 10-15 wt% of alum shale,3-7 wt% of charcoal, 3-7 wt% of water-soluble microorganism embryoid, 5-10 parts by weight of one or more powder selected among loess, kaolin, and elvan, and predetermined amount of water to a mixer, mixing and making the same into liquid state; steps of adding the mixed liquefied mixture to a granulator, molding into a granule state and naturally dring for 24-36 hours; and a step of packing the naturally dried molded products into predetermined amount.
