An inner washing cylinder of a washing machine and a washing machine having the inner cylinder. The inner washing cylinder (3) is formed by a polymeric adsorbent material as a washing medium through injection molding. The inner washing cylinder (3) has a double layered structure with an interlayer. Washing particles (8) serving as a washing medium and made of a polymeric adsorbent material are filled in the interlayer. Two layers of cylinder walls of the inner washing cylinder (3) are both provided with a water-permeable hole for enabling the interlayer to be in communication with an internal space of the inner washing cylinder and only for washing water to pass through. The washing machine solves the problem that particles are difficult to be separated from clothing.
