PROBLEM TO BE SOLVED: To give notification on the state of an incoming side not capable of performing communication.SOLUTION: A server comprises: a network information storage unit for storing network information on a network-by-network basis; a network information acquisition unit which on the basis of a request from a regulation network not capable of transmitting to a user terminal on an incoming side an origination signal transmitted from a user terminal on an origination side toward the user terminal on the incoming side, acquires network information of the regulation network; and a transmission control unit which executes control to notify the call origination side of the network information of the regulation network.
