PROBLEM TO BE SOLVED: To improve display quality by improving the contrast in a wide viewing angle range.SOLUTION: A light control film 7 includes a light diffusion section 40 and a light shielding layer 41. The light shielding layer and the light diffusion section are formed to satisfy both formulas of A1/(A1+S1)×100≤50 and (A1+(S1-S2))/(A1+S1)×100≥80, where S1 is an area occupied by the light shielding layer 41 per unit area on the light-emitting end face side, A1 is an area occupied by the light diffusion section 40 per unit area in the light-emitting end face 40a, and S2 is an aperture area of a low refractive index portion 42 per unit area on the light-incident end face side.
