The present invention relates to a manufacturing method for high strength ultralow carbon steel slab by intensifying the initial solidification of steel and controlling to collect pinholes. The present invention comprises a step of steelmaking by adding 500 to 600 ppm of phosphorous (P) as a solid-solution intensifying element to a converter or molten steel in a second refining process; and a step of managing the pinhole defects of a slab by controlling tundish molten steel superheat into a predetermined temperature in a continuous cast for the steel added with phosphorous.
