PURPOSE: A construction method for a sanitary floor using a horizontal panel is provided to prevent a cohesion or adhesion phenomenon of contaminant and to prevent propagating of bacteria which exists in moisture or water remaining on the floor by cleaning, washing, and sanitizing the floor. CONSTITUTION: A construction method for a sanitary floor using a horizontal panel comprises: a step of arranging a horizontal panel for a floor(20) on the floor(1) and inserting an anchor bolt(10) in a bolt hole(22) of the horizontal panel for the floor, and fixing the horizontal panel for the floor on the floor; a step of cutting the protruding part of the anchor bolt which passes through the bolt hole of the horizontal panel for the floor; a step of welding the anchor bolt and a connection part of the horizontal panel for the floor; and a step of polishing the upper end of the anchor bolt and the horizontal panel for the floor for making the surface horizontal.
