PROBLEM TO BE SOLVED: To reduce interference affecting a surrounding cell by handing over a terminal, in a radio communication system including base stations each having a different cell radius.SOLUTION: A serving cell mitigates a handover decision criterion so that a terminal can easily hand over from a base station having a larger cell radius to a base station having a smaller cell radius, on the basis of radius information of the own cell and the surrounding cell acquired in advance. The serving cell obtains the value of an evaluation function based on a propagation condition (for example, reference signal reception power) between a terminal and a target cell and interference/load information exchanged between base stations, and compares the value of the evaluation function and the handover criterion value, so as to select a terminal to be handed over. As a handover destination, a target cell producing an interference amount reduction effect, such as a cell having a large reference signal reception power acquired from the terminal, is selected. |
