The present invention relates to a video-decoding method which involves acquiring binary mode information and a quantized transform coefficient from a bit stream, determining degree information using the binary mode information and/or the quantized transform coefficient, determining a second binary codeword using the degree information, and performing entropy decoding using the second binary codeword, wherein the second binary codeword is determined by modifying a first binary codeword, and the first binary codeword determines a codeword corresponding to the quantized transform coefficient using the degree information. The method and apparatus of the present invention eliminate the necessity of additional memory by means of the determination of an efficient codeword, and therefore can enable the encoding or decoding of a smaller bit during encoding or decoding to thus reduce complexity.
