The water-and airtight-buoyant has blade fin or fuselage-like drive units and elements (2) and shaft extensions mounted externally on a cylindrical tubular body (1). Block bearings (3) are rotatable supported on a two-sided construction device, and are mounted transverse to the direction of flow (5). The block bearings are driven by flowing water, and are directly connected to a generator (4) which is provided for power generation. The buoyant is anchored variably through a cable or linkage unit (6) depending on the variable water level.
