Also, the lateral edges of the overlapping pair of separators are joined to each other by the first joining unit from the front edge side while being conveyed by the conveyance unit. Next, the front edges and/or the back edges of the pair of separators are joined to each other by the second joining unit while conveyance by the conveyance unit is halted.
