PROBLEM TO BE SOLVED: To avoid an increase in transmission wait time of a wireless terminal even when a data channel is dynamically allocated to the wireless terminal having low processing performance. SOLUTION: A wireless base station BS includes an allocation unit 122 which allocates one of a plurality of down time slots as a control channel and one of a plurality of up time slots included in an up communication frame as a data channel, and a reception unit 111 which receives from the wireless terminal performance information based upon a necessary response time needed to transmit transmission data to the wireless base station BS after the reception of control information by the wireless terminal. Based upon the terminal performance information, the allocation unit 122 allocates to the wireless terminal a down time slot at least the necessary response time before the start point of time of the up communication frame among the plurality of down time slots.
